Overview

This standard is about developing a compliance reference guide for your freight transport operation to support the requirements of the operator's licence. The guide will be an integral part of your organisation's compliance policy. It may take the form of a handbook but it could be available as an online resource.

You will be responsible for establishing the compliance reference guide, identifying the regulations to be included and explaining the roles and responsibilities for complying with procedures. You must also make sure that colleagues within your organisation know how to access the compliance reference guide.

This standard is for the Operator, who is the licence holder, and the internal or external Transport Manager, who is held responsible for the operator's licence compliance.


Performance criteria

You must be able to:

P1    establish the purpose and scope of the compliance reference guide to support the requirements of the operator’s licence for your freight transport operation

P2    determine who will contribute to the content of the compliance reference guide and confirm that they understand their required contribution

P3    identify the relevant operating systems and procedures in place in your freight transport operation and cross-reference them to the operator licence requirements

P4    identify the compliance requirements for your organisation to be included in the compliance reference guide, including undertakings

P5    develop the compliance reference guide to support the requirements of the operator’s licence

P6    review and agree the contents of the completed compliance reference guide with relevant stakeholders

P7    review and confirm that the compliance reference guide is updated and that relevant legal and regulatory changes are incorporated into operating systems and procedures

P8    promote and disseminate the compliance reference guide within your organisation to relevant colleagues
