Secure the work area during and following permanent way maintenance or renewal activities
Overview
This standard is about securing the work area during and following permanent way maintenance or renewal activities and covers work undertaken to ensure the security of the site, to protect the infrastructure and railway operations from crime. It includes the proper storage of tools, plant and equipment and the disposal of waste materials.
You will be required to secure the work area during and following maintenance or renewal activities. These activities must include the marking and locating of waste material for later collection, and the securing and segregating of plant and equipment.
The disposal of hazardous and non-hazardous materials will include all items that require storage and/or removal at a later date.
During this work, you must take account of the relevant worksite operational requirements, procedures and safe working practices as they apply to you.
Your underpinning knowledge will provide a good understanding of your work and will provide an informed approach to applying problem-solving techniques and procedures when securing the work area during and following maintenance or renewal activities.
You will comply with any organisational procedures, and legislative or regulatory health, safety and environmental requirements applicable when securing the work area during and following maintenance or renewal activities.
This standard is for all skilled operatives carrying out permanent way engineering activities.
Performance criteria
You must be able to:
P1 maintain safe working practices and comply with all relevant health and safety regulations, directives, and guidelines
P2 identify any necessary changes to safety requirements upon site arrival and report to the relevant person(s) without delay
P3 source and follow the appropriate schedules, diagrams and related specifications for the work being carried out as approved by your organisation
P4 confirm the work area is secure during maintenance or renewal activities
P5 establish and maintain a secure environment where tools, equipment and materials can be stored
P6 establish a safe and secure storage area for the temporary placement of waste materials for later collection
P7 restore the work areas to a safe and suitable condition in accordance with agreed requirements and schedules
P8 withdraw all possession and protection measures in accordance with your organisation's procedures
P9 confirm the work area is secured on completion of the work
P10 take responsibility for the care and use of the resources within the limits of your own authority
P11 prepare appropriate documentation to update on progress and report completion of activities in line with your organisation's procedures
P12 address problems within your control and report unresolved issues
Knowledge and Understanding
You need to know and understand:
K1 the relevant health and safety regulations, directives, guidelines, and safe working practices and procedures defined by your organisation, as appropriate to the activity and your working area
K2 your responsibilities in respect of health, safety and environment, including the limits of your personal responsibility, your legal responsibility for your own health and safety and the health and safety of others
K3 the importance of wearing protective clothing and other appropriate type of safety equipment (PPE) and where to obtain it from
K4 how to locate and access the site
K5 the hazards associated with working on permanent way infrastructure
K6 environmental and safety risks associated with working with hazardous substances and materials
K7 how to source and follow schedules, diagrams and specifications relevant to your role, as approved by your organisation
K8 the relevant railway possession and protection arrangements for the work site and equipment to provide a safe system of work and how to check these have been withdrawn
K9 the work area security requirements and how to confirm that these are in place
K10 the resources to be stored including:
K10.1 tools, plant and equipment
K10.2 materials
K10.3 consumables
K11 the nature and complexity of work areas to be secured within the boundaries of the site, taking account of:
K11.1 access and egress requirements (to include remote locations)
K11.2 location of the site (rural and urban issues)
K11.3 restricted spaces (such as tunnels, bridges)
K12 the implications of not securing the work area, including taking into account of the:
K12.1 risk of vandalism
K12.2 risk of trespass
K12.3 risk of animal access
K12.4 risk of theft
K13 the requirements for work area restoration as approved by your organisation
K14 your organisation's procedures for storing material and equipment
K15 your organisation's procedures for the disposal of waste materials
K16 the relevant data management processes and technologies for recording information
K17 the relevant reporting lines, timeframes and procedures as approved by your organisation
K18 the impact of your work on the operations of other departments and the impact of their work for you
K19 the limits of your own authority and responsibility and those of others involved
