Overview

This standard identifies the competences you need to install overhead line equipment (OLE) main steelwork to pre-prepared foundations under direction. The term main steelwork is used to describe the range of types of masts, cantilevers and portals that provide the structure to support the overhead line equipment.

The definition of OLE is an arrangement of wires, suspended over the railway line, for supplying electricity to electric trains, together with associated fittings, insulators and other attachments including feeders, autotransformer feeders, overhead line switches, jumpers and return conductors. This equipment together with its structures, foundations, lineside switching stations is described collectively as Overhead Line Equipment.

To prove competence in this standard you shall need to demonstrate your ability to complete the main steelwork installation, renewal, enhancement or modification activities in accordance with directions from a specified competent individual.

Your underpinning knowledge will provide a good understanding of your work, and provide an informed approach to applying main steelwork assembly and erection procedures. You will understand the basic principles and processes associated with the erection and assembly of the steelwork and their application. You will know about the ways of handling main steelwork, the means of fixing them in position as well as the care and use of the tools and equipment in adequate depth to provide a sound basis for carrying out the activities and ensuring the finished steelwork structure is produced to the required specification under direction. You will understand the safety precautions required when working at height and with main steelwork components and their associated tools and equipment. You will be required to demonstrate safe working practices throughout, and will understand the responsibility you owe to yourself and others in the workplace.

Your responsibilities will require you to comply with organisational policy and procedures for the safe installation of the main steelwork and the associated assembly activities to be undertaken and to report any problems with the component parts, equipment or installation activities that you cannot personally resolve, or are outside your permitted authority, to the relevant people. You will be expected to work on defined tasks under the direction of a specified competent individual. This standard does not cover the competencies required by the crane controller whose role would be to ensure that the lifting of the steelwork complies with the predetermined lift plan.


Performance criteria

You must be able to:

P1 maintain safe working practices and comply with all relevant health and safety regulations, directives, and guidelines
P2 complete activities under the direction of competent personnel, using the correct tools and equipment
P3 follow the relevant renewal, installation or enhancement documentation for the main steelwork to be renewed or installed as directed
P4 carry out the installation activities within agreed timescale using approved materials and components and methods and procedures and under direction
P5 undertake activities within the limits of authority, following recording, reporting and escalation procedures
P6 assist with the production of accurate records of work undertaken


Knowledge and Understanding

You need to know and understand:

K1 the relevant health and safety regulations, directives, guidelines, and safe working practices and procedures as defined by your organisation
K2 industry protocols relating to communication of important safety information
K3 what procedures need to be followed, to confirm operational and personal safety, is maintained during the work
K4 the system of work associated with safe access and the procedures associated with working under isolated conditions of the OLE
K5 how to avoid personal injury during the work
K6 the hazards associated with working with rail and road/rail machinery
K7 the personal protective equipment (PPE) that you need to use for the activities that you are undertaking
K8 the general electrical hazards associated with working on and around overhead line equipment
K9 the hazards associated with erecting structural steel components (such as lifting and handling long and heavy components, working at height) and how the risks can be minimised
K10 the correct methods of moving, lifting, handling and supporting heavy structural steel sections
K11 the purpose of engineering specifications associated with OLE equipment (such as overhead line specifications, work/task instructions, inspection/test plan)
K12 the purpose for the different types of design drawings used in OLE steelwork installation (such as layouts and cross section diagrams)
K13 how the OLE is designed to function under normal operating conditions
K14 what each of the OLE component parts contribute to the overall operation of the system
K15 what terminology and methods are used to identify OLE steelwork and to describe the operational status of the steelwork
K16 tools, plant and equipment used in the installation process and how to use them
K17 the torque loading requirements of the fasteners and what to do if these loadings are exceeded or not achieved
K18 the types of tools and instruments used to position, secure and align the steelwork (such as podgers, spanners, wrenches, sockets, torque wrenches, levels, alignment and laser devices)
K19 what equipment operating and care and control procedures are applicable to OLE equipment
K20 the techniques used to position, align, level and adjust the main steelwork
K21 what inspection and testing procedures need to be completed prior to handback
K22 what authorisation procedures are and the limits of your responsibility and authority
K23 the procedures for documentation, control, reporting, and escalation within your organisation

  1. Activities carried out during the installation will include the following:

    • adhere to safety briefing instructions, risk assessments, control of substances, safe system of work and other relevant safety standards
    • obtain authority before carrying out the installation activities and follow the directions given
    • leave the work area in a safe condition
  2. Types of personal protection equipment could include:

    • safety harnesses
    • safety helmets
    • approved high visibility clothing
    • approved safety footwear
    • gloves
    • safety eyewear
    • ear protection (as appropriate)
    • other specific equipment
  3. Types of installation activities to be carried our under direction will include:

    • use of lifting equipment
    • positioning and fastening of steelwork
    • adjustments to level, rake and alignment
  4. Types of main steelwork to be installed or renewed under direction could include:

    • cantilever masts
    • twin track cantilevers
    • headspan masts
    • portals
    • 'A' frames
  5. Installation methods and techniques applied under direction could include:

    • hole and fixing preparation
    • shimming and packing (as applicable)
    • positioning equipment
    • securing using mechanical fixings
    • levelling and aligning equipment
    • torque loading
    • applying locking devices (as applicable)

  6. Checks carried out under direction, that are appropriate to the types of steelwork being installed, could include:

    • assist with checking that the installed steelwork complies with the installation specification
    • making visual checks for completeness and freedom from damage
  7. Recording and reporting procedures could include the following:

    • installation record
    • hand over document
    • other specific recording document
