Operate work boats
Overview
"This standard covers the operation of work boats. You must possess the required certification or approvals to operate the relevant class of work boat.
You must carry out your work in a way that takes account of its impact on the environment.
You must also take into account the impact that work boats will have on the surrounding area, such as, the impact of work boats on the recreational use of the water environment and natural habitats.
The standard is for all rivers, coasts and waterways workers who use work boats for carrying out activities such as maintenance, inspection and transportation."
Performance criteria
You must be able to:
"1. operate the work boat controls in accordance with the manufacturer's instructions and in line with the nature of the operations
2. operate the work boat safely and in accordance with the relevant legal requirements and those of your organisation
3. carry out work boat manoeuvres without damage to the work boat and with regard to the prevailing environmental conditions, wildlife habitats and other water users
4. recognise any hazards and obstacles and take action to minimise the risks during work boat manoeuvres
5. report any difficulties in carrying out operations promptly to the relevant person in accordance with the requirements of your organisation
6. maintain communication with crew members and others involved in, or affected by, your work, in accordance with the requirements of your organisation
7. respond to environmental conditions when operating work boats
8. maintain biosecurity when operating work boats
9. carry out your work in accordance with the relevant environmental and health and safety legislation, risk assessment requirements, codes of practice and policies of your organisation
10. take the required action in response to emergencies"
Knowledge and Understanding
You need to know and understand:
"1. how to plot positions and use Global Positioning System (GPS), when required
2. the safe and correct methods for operating work boats, including mooring
3. the operational limitations of work boats
4. the types of operations that are carried out using work boats
5. the types of hazards that may occur when using work boats, including floating debris, submerged obstacles and fixed structures
6. how to respond to hazards during work boat manoeuvres
7. the potential damage that may occur during manoeuvres and the action to take
8. the types of difficulties that may occur in carrying out operations and to whom these should be reported in accordance with the requirements of your organisation
9. the limits of your responsibility in relation to the operation of work boats
10. the implications for your work of the relevant national legislation, local regulations, guidance, codes of practice and policies of your organisation
11. the responsibility for the command of the vessel and procedures for communicating with crew members and others
12. the importance of maintaining biosecurity when operating work boats and the methods for achieving this
13. your responsibilities under the relevant environmental and health and safety legislation, risk assessment requirements, codes of practice and the policies of your organisation
14. the recreational and economic use of the water environment and how such use relates to work activities
15. the environmental conditions that must be taken into account during work boat operations
16. the types of emergencies that can occur during work boat operations
17. the correct methods for implementing safety and emergency procedures including a person in the water"
