Overview

This Standard is about commissioning or decommissioning networks in the water industry.

It includes obtaining necessary resources, ensuring conditions are suitable, following commissioning or de-commissioning procedures, resolving problems, making sure networks comply with relevant specifications, regulations and guidelines and recording results.

This Standard will apply to water network construction operations and is intended for construction supervisors.


Performance criteria

You must be able to:

  1. work in line with relevant health, safety, environment, water quality and other relevant regulations and guidelines at all times
  2. use commissioning or de-commissioning procedures in line with method statements
  3. confirm that environment is suitable for commissioning or de-commissioning to occur and that the necessary notifications have been carried out
  4. determine and obtain the resources required to undertake commissioning or de-commissioning
  5. make sure commissioning or de-commissioning is implemented in line with approved procedures and processes
  6. identify any problems with commissioning or de-commissioning activity as soon as they occur
  7. resolve any problems with commissioning or de-commissioning activity that are within your area of responsibility
  8. refer any problems that you cannot resolve to appropriate people at appropriate times
  9. check that network outputs are in line with job instructions when commissioning and decommissioning activity is completed
  10. confirm that commissioning procedure followed complies with organisational procedures and practices and with all relevant regulatory requirements
  11. record results of commissioning or de- commissioning activity in line with organisational requirements

Knowledge and Understanding

You need to know and understand:

  1. procedures for commissioning or de-commissioning
  2. sources of information including method statements, network specifications, water company design and construction specifications, statutory and non-statutory reports, company documentation, job instructions, internal and external client documentation
  3. commissioning or de-commissioning activity suitable for different types of network
  4. factors to take into account when planning commissioning or de-commissioning
  5. commissioning and de-commissioning techniques and how they differ when working on under-pressure connections
  6. conditions that could affect the environment including variations in weather, protected areas, pollution, products, work in adjacent areas, waste management, people’s actions
  7. resource requirements including plant, equipment, materials, labour, consumables
  8. approved materials and equipment and how to obtain information on availability
  9. types of problem that could occur and approved procedures for dealing with and reporting them
  10. water regulations and hygiene procedures related to ensuring the integrity and wholesomeness of water supplies, including the importance of personal hygiene
  11. relevant health, safety, environment and other relevant legislation, organisational procedures and codes of practice including emergencies, contingency planning and risk assessments
  12. how to obtain information on regulations and guidelines
  13. the impact that commissioning and de-commissioning activity could have on existing customers and other networks
  14. who needs to be notified about commissioning and decommissioning and the processes for doing so
  15. expected outputs from the network
  16. how to assess the results of commissioning or de-commissioning
  17. systems for recording information and why it is important to use them
