Overview

This standard is about maintaining asset and component condition and performance in the power industry up to the point of customer boundaries.   This could apply to engineering work on both electrical transmission or electrical distribution networks and could typically apply to voltages from low voltage up to and including transmission voltages such as 400,000 volts. Operations could be aligned with systems using traditional or emerging energy technologies. 
This standard includes carrying out performance analysis, testing, inspection and maintenance, investigating failures, developing specifications for refurbishment and replacement and completing documentation.
This standard is for asset management engineers working for network operators or their sub-contractors who are responsible for maintaining asset and component condition and performance. This could be carried out by people with different levels of authorisation, but in each case, they may be required to have a degree of supervision which is required for their individual level of authority.


Performance criteria

You must be able to:

  1. Collect and review data on network performance in line with organisational procedures
  2. Carry out performance analysis and testing of single assets in line with organisational procedures, when required to clarify anomalies in network performance, safety or fault data
  3. Carry out inspection and maintenance in line with inspection and maintenance schedules and organisational procedures
  4. Investigate any asset, engineering risk, system or process failure which occurs in line with organisational procedures
  5. Develop asset refurbishment specifications or strategies for assets requiring refurbishment in line with manufacturers’ specifications, engineering risk and organisational procedures
  6. Reverse engineer components when required to achieve repair or refurbishment in line with manufacturers’ specifications and organisational procedures
  7. Identify and make recommendations for assets requiring replacement in line with organisational procedures
  8. Complete technical regulatory returns in line with organisational procedures
  9. Complete required documentation for the work activity in line with organisational procedures
  10. Carry out all work within the remits of own authority and under the supervision of suitably authorised personnel when required.

Knowledge and Understanding

You need to know and understand:

  1. electrical power principles including three phase alternating current and direct current theories; voltage; dynamic and static engineering systems; application of electrical and electronic circuit theory and interfaces between the system voltage control boundaries
  2. electricity network design, construction, capabilities, complexities, operations, boundaries and topologies
  3. apparatus which makes up the transmission or distribution network and the design, operation, function and limitations of transmission or distribution plant and equipment, substations, transformers, overhead lines, underground cables, switchgear and auxiliary equipment
  4. plant location including substation housing types, cable termination, busbar, arrangements for the resilience of the network
  5. legal rights towards land ownership relating to asset maintenance projects
  6. electricity network principles of operation in normal and fault conditions and overhead and underground networks and associated protection systems and devices
  7. engineering technical specifications, policies and engineering standards relevant to the role and organisation and how to interpret and utilise them
  8. legislation, regulations and guidance relevant to working with the electricity system framework including those relating to health and safety, risk, and environmental sustainability
  9. emerging technologies and their impact on projected future loads and the impact of shifting generation on network topography
  10. the impact of low carbon energy and flexible energy storage on the network
  11. how to use network and asset performance data and analysis techniques to identify anomalies
  12. types of asset and their purpose, capabilities, technical specifications, type registration, design assurance and their requirements for re-use, recycling and disposal , environmental consents and whole life-cost analysis including switchgear, plant, ancillary equipment and cables
  13. asset and component condition monitoring, testing and assessment
  14. organisational procedures relevant to asset engineering, replacement of assets and the investigation of asset, system or process failure including risk assessment, mitigations and constraints
  15. the purpose and requirements of asset refurbishment specifications
  16. reverse engineering of original materials, the properties and suitability of materials and their impact on components and assets
  17. how to interpret maintenance and inspection schedules, and the methods and techniques for testing, inspection and maintenance
  18. the information and data required for technical regulatory returns and the organisational procedures for completing them
  19. organisational procedures and systems for recording and storing project and operational information and to meet cybersecurity and data governance requirements, including role-based access, secure storage, audit logging, data retention
  20. the training, experience, certification and network operational authorisation required for your role and the requirements for supervision for your level of authority
