Overview

This standard is about preparing for and implementing operational safe systems of work on electrical systems in the power industry up to the point of customer boundaries.    This could apply to engineering work on both electrical transmission or electrical distribution networks and could typically apply to voltages from low voltage up to and including transmission voltages such as 400,000 volts. Operations could be aligned with systems using traditional or emerging energy technologies.  
This standard includes obtaining and checking authorisations, carrying out risk assessments, managing safety documents, issuing work instructions, monitoring safety and responding to emerging safety issues. 
This standard is for anyone working for network operators or their sub-contractors who is responsible for the operational delivery of network projects. This could be carried out by people with different levels of authorisation, but in each case, they may be required to have a degree of supervision which is required for their individual level of authority.


Performance criteria

You must be able to:

  1. Obtain the necessary authorisations for the work to be carried out in line with safety regulations and organisational procedures
  2. Confirm working parties hold the necessary operational authorisations in line with safety regulations and organisational procedures
  3. Carry out pre work risk assessments in line with organisational procedures before handover to working parties
  4. Prepare, issue and manage safety documents before work commences in line with safety regulations and organisational procedures
  5. Apply safe systems of work to address the general and inherent dangers of the electrical system being worked on
  6. Write network switching schedules that will ensure safety from the electrical system being worked on, continuity of service and security of supplies in line with organisational procedures
  7. Issue work instructions to working parties that comply with safety documents and procedures in line with organisational procedures
  8. Ensure that pre and post energisation checks for electrical systems are carried out in line with organisational procedures
  9. Monitor the safety of working parties carrying out their duties in line with organisational procedures
  10. Respond and report on emerging safety issues in line with industry safety regulations and organisational procedures
  11. Carry out all work within the remits of own authority and under the supervision of suitably authorised personnel when required.

Knowledge and Understanding

You need to know and understand:

  1. The regulatory requirements associated with safety while working with power
  2. Procedures for the management of work across boundaries of different network operators, including transmission, distribution, Independent Distribution Network Operators and other user networks, as well as internally for extra high voltage, high voltage and low voltage via control authority
  3. The general and inherent dangers of working with electrical systems of different voltages, the measures that need to be taken to address them and how to translate these into safety risk management procedures
  4. The types of operational authorisations required for work activities and the process for managing them
  5. The purpose, format and content of safety documents, how to prepare them and procedures for issuing, receipting, clearing, cancelling and updating them
  6. The principles of switching on the network and how operational switching schedules can be used to ensure safety, continuity of service and security of supplies
  7. Organisational procedures for monitoring the safety of working parties carrying out work activities and using equipment
  8. The purpose of pre and post energisation checks and tests for electrical systems equipment, when they are required and how to carry them out including visualisation and functional checks and electrical tests
  9. The principles of pre task and point of work dynamic risk assessment, when they are required and how to carry them out
  10. Organisational procedures and systems for recording and storing project and operational information and to meet cybersecurity and data governance requirements, including role-based access, secure storage, audit logging, data retention
  11. The training, experience, certification and network operational authorisation required for your role and the requirements for supervision for your level of authority
