Overview

This standard is about planning and scheduling asset maintenance, inspection and refurbishment work in the power industry up to the point of customer boundaries.   This could apply to engineering work on both electrical transmission or electrical distribution networks and could typically apply to voltages from low voltage up to and including transmission voltages such as 400,000 volts. Operations could be aligned with systems using traditional or emerging energy technologies. 
This standard includes suggesting improvements to asset management strategies and procedures, developing asset inspection and maintenance plans, schedules and control measures, securing resources, evaluating planned new plant and equipment installations and completing asset planning documentation, future maintenance strategies and schedules. 
This standard is for asset management engineers working for network operators or their sub-contractors who are responsible for planning and scheduling asset maintenance, inspection and refurbishment work. This could be carried out by people with different levels of authorisation, but in each case, they may be required to have a degree of supervision which is required for their individual level of authority.


Performance criteria

You must be able to:

  1. Evaluate data on network performance in line with organisational procedures to analyse the effectiveness of asset management strategies and asset engineering procedures
  2. Suggest improvements on asset management strategies and asset engineering procedures to assist improvements for long-term network resilience and security
  3. Contribute to the application of asset engineering procedures in line with organisational procedures
  4. Interpret technical specifications and construction and electrical system diagrams and drawings so that electrical power principles are met when planning and scheduling work
  5. Develop inspection and maintenance plans that comply with asset manufacturers’ requirements, specifications and organisational procedures
  6. Ensure plans comply with regulatory and legislative requirements and guidelines that are relevant to organisational work schedules or programs
  7. Identify control measures to meet health, safety, environmental and quality requirements in line with organisational procedures
  8. Develop schedules of inspection and maintenance activity which comply with operational plans and resource availability
  9. Secure resources and personnel required to carry out work to meet quality standards and time and budget constraints in line with organisational procedures
  10. Specify the implementation of work in line with organisational procedures, ensuring tasks are planned in line with operational priorities
  11. Evaluate the functional capabilities of proposed new or replacement plant and equipment against network requirements
  12. Collaborate with people from other disciplines and external stakeholders when required to facilitate effective planning and scheduling of asset management related operational activities, ensuring that input is in line with organisational procedures
  13. Use organisational systems and complete required documentation in line with organisational procedures
  14. Monitor and adapt plans and schedules when required to meet planned objectives and constraints in line with organisational procedures
  15. Carry out all work within the remits of own authority and under the supervision of suitably authorised personnel when required.

Knowledge and Understanding

You need to know and understand:

  1. electrical power principles including three phase alternating current and direct current theories; voltage; dynamic and static engineering systems; application of electrical and electronic circuit theory and interfaces between the system voltage control boundaries
  2. electricity network design, construction, capabilities, complexities, operations, boundaries and topologies
  3. apparatus which makes up the transmission or distribution network and the design, operation, function and limitations of transmission or distribution plant and equipment, substations, transformers, overhead lines, switchgear and auxiliary equipment
  4. plant location including substation housing types, cable arrangements for the resilience of the network
  5. legal rights towards land ownership relating to asset planning and maintenance projects
  6. electricity network principles of operation in normal and fault conditions and overhead and underground networks and associated protection systems and devices
  7. the operational and safety control boundaries
  8. engineering technical specifications, policies and engineering standards relevant to the role and organisation and how to interpret and utilise them
  9. legislation, regulations and guidance relevant to working with the electricity system framework, including those relating to health and safety, risk and environmental sustainability
  10. emerging technologies and their impact on projected future loads and the impact of shifting generation on network topography
  11. the impact of low carbon energy and flexible energy storage on the network
  12. how to use network and asset performance data and analysis techniques to identify technical, physical and topographical anomalies
  13. asset management principles, strategies, objectives and procedures including those relating to long term network resilience and replacement programs or activities
  14. the impact of general network asset safety on business strategies
  15. types of assets and their purpose, capabilities, technical specifications, type registration, design assurance and their requirements for re-use, recycling and disposal, environmental consents and whole life-cost analysis including switchgear, plant, ancillary equipment and cables
  16. the purpose, content and format of maintenance and inspection plans and schedules
  17. organisational procedures relating to contractor’s contractual arrangements
  18. organisational procedures and systems for recording and storing project and operational information and to meet cybersecurity and data governance requirements, including role-based access, secure storage, audit logging, data retention
  19. organisational procedures and systems for developing delivery plans and schedules and recording and storing applicable network asset information/data
  20. the training, experience, certification and network operational authorisation required for your role and the requirements for supervision for your level of authority
