Overview

This standard is about planning and scheduling electrical systems engineering projects in the power industry up to the point of customer boundaries.   This could apply to engineering work on both electrical transmission or electrical distribution networks and could typically apply to voltages from low voltage up to and including transmission voltages such as 400,000 volts. Operations could be aligned with systems using traditional or emerging energy technologies. 
This standard includes, liaising with sponsors and stakeholders, developing project plans securing resources and people, developing schedules, identifying control measures, assessing risk, contingency planning and completing documentation. 
This standard is for anyone working for network operators or their sub-contractors who is responsible for electrical project management. This could be carried out by people with different levels of authorisation, but in each case, they may be required to have a degree of supervision which is required for their individual level of authority.


Performance criteria

You must be able to:

  1. establish the link between project objectives and the vision, strategic goals, objectives and plans of your organisation
  2. discuss and agree objectives, scope of projects and available resources with sponsors and stakeholders in line with organisational procedures
  3. develop project plans that meet project objectives in line with organisational procedures, consulting with project teams when required
  4. establish the contribution project milestones will make to overall project objectives and document them in line with organisational systems and procedures
  5. check that systems to check authorisations and competences required for work delivery are being applied in line with organisational procedures
  6. secure resources and people required to carry out the work to meet quality standards and time and budget constraints in line with organisational procedures
  7. interpret technical specifications and construction and electrical system diagrams and drawings so that electrical power principles are adhered to when planning and scheduling work
  8. use organisational systems in line with organisational procedures to develop the plans and schedules throughout delivery stages
  9. specify the implementation of work in line with organisational procedures, ensuring tasks are planned in line with operational priorities
  10. ensure plans comply with regulatory and legislative requirements and guidelines that are relevant to work objectives
  11. collaborate with people from organisation teams, other associated disciplines and external stakeholders, when required to facilitate effective planning and scheduling, ensuring that input is in line with organisational procedures
  12. identify control measures to meet health, safety, environmental and quality requirements in line with organisational procedures
  13. assess the risks, potential issues and adverse situations that may arise for the different milestones and specify contingency plans which address them in line with organisational and operational procedures
  14. monitor and adapt work delivery plans and schedules, when required to meet planned objectives and constraints, in line with organisational and operational procedures
  15. complete required documentation for project delivery plans and schedules in line with organisational and operational procedures
  16. carry out all work within the remits of own authority and under the supervision of suitably authorised personnel when required

Knowledge and Understanding

You need to know and understand:

  1. Electrical power principles including three phase alternating current and direct current theories; voltage; dynamic and static engineering systems; application of electrical and electronic circuit theory and interfaces between the system voltage control boundaries
  2. Electricity network design, construction, capabilities, complexities, operations, boundaries, topologies and impact on net zero objectives
  3. Apparatus which makes up the transmission or distribution network and the design, operation, function and limitations of transmission or distribution plant and equipment
  4. Electricity network principles of operation in normal and fault conditions and overground and underground networks and associated protection systems and devices
  5. The operational and safety control boundaries
  6. Engineering technical specifications, policies and engineering standards relevant to the role and organisation and how to interpret and utilise them
  7. The overall vision, objectives and plans of the organisation
  8. The role, responsibilities and reporting channels of a project manager in your organisation
  9. The link between project objectives and milestones, what should be included in a project plan and how it should be formatted
  10. Organisational systems for developing and delivering plans and schedules and how to use them
  11. Legislation, regulations, guidance and regulators relevant to working with the electricity system framework including those relating to health and safety, risk, wayleave permissions, environmental sustainability and environmental consents
  12. Procedures to assess project impact on net zero objectives including Distributed Energy Resources (DER) integration, EV load growth, flexibility services and whole-system interactions
  13. Organisational procedures relating to contractor’s contractual arrangements
  14. Emerging technologies and their impact on projected future load, and the impact of shifting generation on network topography
  15. The impact of low carbon energy and flexible energy storage on the network
  16. The role of sponsors and stakeholders in project planning in your organisation, why it is important to consult with them, the key stages in which to do so and how to ensure stakeholder engagement reflects net zero objectives
  17. Organisational systems and methods for recording project and operational information and to meet cybersecurity and data governance requirements, including role-based access, secure storage, audit logging, data retention
  18. Organisational procedures for communicating with team members, colleagues from wider teams and external stakeholders
  19. Organisational documentation methods and requirements and reporting systems and associated regulations, policies and security requirements, including data analysis techniques and report writing
  20. The required coordination with other business functions in relation to planning and scheduling projects within and outside of own remit
  21. The levels of authorisation and operational documentation  required and the information they must contain including permits to work, limitations of access, sanctions for test
  22. Permissions required for site and land access
  23. The training, experience, certification and network operational authorisation required for your role and the requirements for supervision for your level of authority
