Overview

This standard covers the competences you need to carry out the repair, or adjustment, of explosive substances and/or articles in accordance with approved procedures and practices.  This in includes the packaging.

You will be required to demonstrate that you can carry out the repair or adjustment activities in the specified sequence, and in an agreed time scale. Reporting any instances where the repair activities cannot be fully met, or where there are identified faults outside the planned task in accordance with approved procedures and practices.

This activity is likely to be undertaken by someone whose work role involves Ordnance, Munitions or Explosives (OME) work activities. This includes people working as maintenance supervisors.

This standard replaces COGESA5.11 and COGESA5.12


Performance criteria

You must be able to:

P1 work safely at all times, complying with health and safety and other relevant regulations, legislation and guidelines

P2 follow the relevant procedures to carry out the required repair

P3 ensure that the tools used are fit for purpose

P4 carry out the repair activities in the specified sequence, and in an agreed time scale

P5 take suitable precautions to prevent damage to components, tools and equipment during repair

P6 ensure that the repaired component meets the specified operating conditions

P7 report any instances where the repair activities cannot be fully met, or where there are identified faults outside the planned task

P8 label, store or discard any removed components, in accordance with approved procedures

P9 complete the relevant records accurately, and pass them on to the appropriate person

P10 dispose of waste materials in accordance with safe working practices and approved procedures

P11 maintain the requirements of confidentiality at all times 

P12 comply with the appropriate quality standards


Knowledge and Understanding

You need to know and understand:

K1 the health, safety and environmental and other statutory legislation, regulations and safe working practices and procedures governing explosives and their implications for your area of work

K2 the relevance of personal protective equipment (PPE)

K3 the nature, characteristics, hazards and risks of the explosive substance and/or article

K4 the functioning of the explosive substances and/or articles under repair

K5 the actions to be taken in response to an unplanned event 

K6 waste streams and disposal procedures

K7 reporting lines and procedures

K8 the competences of the personnel involved

K9 the requirements of the policies, plans and procedures

K10 component repair methods and techniques as prescribed in the relevant documentation using the appropriate tools and in the correct sequence

K11 the requirements of your organization and your customer 

K12 the timescales involved

K13 the tools and test equipment to be used, how to use them, and additional diagnostic methods relevant to the task being carried out

K14 equipment operating and care and control procedures

K15 the risks associated with your work and their potential consequences, and how the contingency plan addresses these

K16 the implications for the process or system, of the quality of the different components within it

K17 configuration management procedures 

K18 any confidentiality requirements

K19 the relevant quality standards and compliance regime


Scope/range

1 Level and extent of responsibility: fault diagnosis of systems; testing and evaluating equipment and interpreting results; coaching others in  repair tasks
2 Assets or equipment to be repaired: non-complex explosive articles or packaging, complex explosive articles
3 Types of repair procedures and activities: critical routine and non-routine repair tasks; fault diagnosis; authorization of work to be carried out by others; sign off of work carried out by a supervisor.
