Carry out the assembly or reassembly of explosive substances and/or articles
Overview
This standard covers the competences you need to implement the assembly and/or re-assembly of explosive substances and/or articles in accordance with approved procedures and practices.
You will be required to demonstrate that you can follow the relevant assembly procedures to carry out the required work safely and in the required sequence. Report any instances where the assembly activities cannot be fully met or where there are identified faults outside the planned task in accordance with approved procedures and practices.
This activity is likely to be undertaken by someone whose work role involves Ordnance, Munitions or Explosives work activities. This includes people working as maintenance supervisors.
This standard replaces COGESA 5.8 and COGESA 5.9
Performance criteria
You must be able to:
P1 work safely at all times, complying with health and safety and other relevant regulations, legislation and guidelines
P2 follow the relevant maintenance procedures to carry out the required assembly work
P3 ensure that the tools used are fit for purpose
P4 carry out the assembly or re-assembly activities in the specified sequence and in an agreed time scale
P5 obtain all the required components and ensure that they meet the required specification
P6 take suitable precautions to prevent damage to components, tools and equipment during assembly
P7 make necessary settings or adjustments to the components to ensure that they will function correctly
P8 report any instances where the assembly activities cannot be fully met or where there are identified faults outside the planned task
P9 label, store or discard any removed components, in accordance with approved procedures
P10 complete the relevant maintenance records accurately, and pass them on to the appropriate person
P11 dispose of waste materials in accordance with safe working practices and approved procedures
P12 maintain the requirements of confidentiality at all times
P13 comply with the appropriate quality standards
Knowledge and Understanding
You need to know and understand:
K1 the health, safety and environmental and other statutory legislation, regulations and safe working practices and procedures governing explosives and their implications for your area of work
K2 the relevance of personal protective equipment (PPE)
K3 the nature, characteristics, hazards and risks of the explosive substance and/or article
K4 the functioning of the explosive substances and/or articles covered by the maintenance programme
K5 the actions to be taken in response to an unplanned event
K6 waste streams and disposal procedures
K7 reporting lines and procedures
K8 the competences of the personnel involved
K9 the requirements of the maintenance policy, plan and procedures
K10 component assembly or re-assembly methods and techniques as prescribed in the relevant documentation using the appropriate tools and in the correct sequence
K11 your organization’s and your customer’s requirements
K12 the timescales involved
K13 the tools and test equipment to be used how to use them and additional diagnostic methods relevant to the test being carried out
K14 equipment operating and care and control procedures
K15 the risks associated with your work and their potential consequences, and how the contingency plan addresses these
K16 the implications, for the process or the system, of the quality of the different components within it
K17 configuration management procedures
K18 any confidentiality requirements
K19 the relevant quality standards and compliance regime
Scope/range
1 Level and extent of responsibility: assembly or re-assembly of the lowest sub-assembly and routine checks; carrying out non-routine assembly or re-assembly tasks on complex or non-complex systems.
2 Types of procedure and activities: non-critical routine assembly or re-assembly of explosive articles; critical non-routine assembly under the appropriate supervision.
