Plan the programme to maintain explosive substances and/or articles
Overview
This standard covers the competences you need to plan the programme of work to maintain explosive substances and/or articles in accordance with approved procedures and practices.
These tasks include the inspection, surveillance, preventative and corrective maintenance, adjustments and repair (including the repair of packaging) within an approved safe system of work.
You will be required to demonstrate that you can assess the amount and type of resource needed and assess the technical and business risks involved in the production of a clear and accurate programme with contingency plans. You will consider any repair recommendations under the constraint of the company configuration management procedures and quality system.
This activity is likely to be undertaken by someone whose work role involves the management of Ordnance, Munitions or Explosives (OME) work activities. This includes people working as maintenance managers.
This standard replaces COGESA 5.1 and COGESA 5.13
Performance criteria
You must be able to:
P1 work safely at all times, complying with health and safety and other relevant regulations, legislation and guidelines
P2 assess the amount and type of resources needed
P3 assess the technical and business risks involved
P4 agree the deliverables with the customer
P5 produce a clear and accurate maintenance programme and contingency plan in accordance with your organization’s explosives maintenance policy
P6 establish the requirements for maintenance, configuration or repairs
P7 apply the configuration management procedures relevant to the plan
P8 build in an appropriate review process
P9 communicate the programme clearly in the approved manner
P10 maintain the requirements of confidentiality at all times
P11 comply with the appropriate quality standards
Knowledge and Understanding
You need to know and understand:
K1 the health, safety and environmental and other statutory legislation, regulations and safe working practices and procedures governing explosives and their implications for your area of work
K2 the relevance of personal protective equipment (PPE)
K3 the nature, characteristics, hazards and risks of the explosive substance and/or article
K4 the actions to be taken in response to an unplanned event
K5 the specification and classification of the explosive substances and/or articles
K6 your organization’s maintenance and repair policy
K7 your customer’s objectives and needs
K8 the constraints of the business plan
K9 resource planning methods and techniques
K10 your available resources, and any constraints attached to them
K11 how to carry out a technical and business risk assessment
K12 the timescales involved
K13 the configuration management system and procedures
K14 the reporting lines and procedures for reporting problems
K15 any confidentiality requirements
K16 the relevant quality standards and compliance regime
Scope/range
1 Resources: manpower (internal and external); facilities (internal and external); tools and equipment, time scale.

4 Complexity of activity: where routine inspection is required; where maintenance of complex systems and more than one role is required for the task.
