Overview

This standard takes place within the manufacture of explosives, substances and / or articles and covers the competences you need to prepare explosives process materials in accordance with approved procedures and practices.

You will be required to demonstrate that you can verify the materials against the process instructions, dealing promptly with problems, reporting to the appropriate person any that are beyond your control in accordance with approved procedures and practices.

This activity is likely to be undertaken by someone whose work role involves  Ordnance, Munitions or Explosives (OME) work activities. This includes those working  in manufacture, supervisors and general explosives workers.  

This standard replaces COGESA 4.06 and COGESA 4.07.


Performance criteria

You must be able to:

P1 work safely at all times, complying with health and safety, environmental and other relevant regulations, legislation and guidelines

P2 confirm that you have the required process instruction

P3 ensure that the necessary equipment is correctly prepared and is ready for use

P4 verify the materials against the process instructions

P5 use the correct process method for the materials

P6 control material preparation so that the environmental process conditions are met

P7 ensure that all the correct environmental conditions are maintained

P8 ensure that appropriate action is taken to minimize waste

P9 deal promptly with problems, reporting to the appropriate person any that are beyond your control

P10 report accurately and promptly any damage, spillage or contamination to materials within your responsibility and prevent the materials from being used until the problem has been dealt with

P11 clean the area and equipment correctly

P12reconcile materials and make accurate records, using the correct documentation 

P13 obtain the necessary authorisation to proceed

P14 organise your own work. and that of others, effectively

P15 ensure that the specified operating parameters have been maintained

P16 confirm that the area and equipment to be used is in a safe and functional condition

P17confirm that the materials to be used are of the correct identity, quality and quantity


Knowledge and Understanding

You need to know and understand:

K1 the health, safety and environmental and other statutory legislation, regulations and safe working practices and procedures governing explosives and their implications for your area of work

K2 the relevance of personal protective equipment (PPE)

K3 work area hazards

K4 the actions to be taken in response to an unplanned or abnormal event

K5 the nature of the materials being processed

K6 the hazards to people and the environment arising from mishandling and mis-processing of materials

K7 the process instructions

K8 the precautions and procedures that should be applied when handling materials, at each stage of the process and in storage

K9 the importance of checking materials against the process instructions

K10 methods of dispensing materials and the equipment to be used

K11 the importance of segregating conforming and non-conforming components and waste

K12 the compatibility mixing rules

K13 the types of containment and storage

K14 the documentation requirements

 K15 the nature, characteristics, hazards and risks of the explosive substance and or article

 K16  the interaction between the materials and the equipment being used

 K17  how to interpret and check operating parameters

 K18 the functions and uses of the different types of equipment in the operation

 K19 the importance of confirming the status of equipment

 K20 how to deal with deviations

 K21 the importance of communication

 K22 the limits of your responsibility

 K23 the competences of team members

 K24 how to handle equipment safely, in ways that protect yourself and others from risk

 K25 problem solving techniques

 K26 reporting lines and procedures
