Overview

This standard exists within an explosives safety management role and covers the competences you need to Prepare and Submit an explosives licence application in accordance with approved procedures and practices.

You must demonstrate statutory legislation, regulations and procedures governing explosives, and their implications for your area of work. You will know your own licensing authority’s policy and procedure; the applicant organization’s business objectives and ways of working.  You will know the purposes of the explosives facility, safeguarding and when to refer the application to another licensing authority; your level of authority in granting, amending or withdrawing the licence.

This activity is likely to be undertaken by someone whose work role involves Ordnance, Munitions or Explosives work activities. This includes individuals working as explosives safety managers, advisers, regulators, manufacturing and storage managers.

This standard replaces COGESA 2.22


Performance criteria

You must be able to:

P1 work safely at all times, complying with health and safety, environmental and other relevant regulations, legislation and guidelines

P2 confirm the use of the facility and its associated explosives-related hazards 

P3 confirm the appropriate plant, equipment and facility layout requirement

P4 confirm siting options and identify the optimum

P5 consult relevant local authorities and the licensing authority

P6 ensure that your application is complete and presented in the appropriate format and addresses the licensing authority’s requirements

P7 represent your organization at any public enquiries

P8 respond promptly and fully to any queries about the application 

P9 submit an appropriate safeguarding map when requested


Knowledge and Understanding

You need to know and understand:

K1 the health, safety and environmental and other statutory legislation, regulations and safe working practices and procedures governing explosives and their implications for your area of work

K2 the relevance of personal protective equipment (PPE)

K3 the nature, characteristics, hazards and risks of the explosive substance and/or article

K4 the actions to be taken in response to an unplanned event 

K5 the licensing authority’s policy and procedure

K6 your organization’s business objectives and ways of working 

K7 the purposes of the explosives facility

K8 the purpose of safeguarding 

K9 the licensing criteria

K10 when and why it might be appropriate to consult local authorities 

K11 your level of authority in preparing and submitting and submitting the licence 

K12 the licensing process and timetable

K13 the sanctions available to your licensing authority
