Overview

This standard exists within an explosives safety management role and covers the competences you need to Assess explosives licence applications in accordance with approved procedures and practices.

You must demonstrate that you understand your own licensing authority's policy and procedure; the applicant organization's business objectives and  ways of working; the purposes of the explosives facility; the purpose of safeguarding and  when to refer the application to another licensing authority.  and is beyond your level of authority in granting, amending or withdrawing the licence.

This activity is likely to be undertaken by someone whose work role involves , Ordnance, Munitions or Explosives work activities. This includes individuals working as explosives safety managers, advisers and regulators.

This standard replaces  COGESA2.21


Performance criteria

You must be able to:

P1 work safely at all times, complying with health and safety, environmental and other relevant regulations, legislation and guidelines

P2 confirm that the information to support the application is complete

P3 confirm the acceptability of the separation distances to all exposed sites 

P4 obtain confirmation from experts that the facility is fit for purpose

P5 impose appropriate conditions and/or caveats

P6 ensure that your assessments are based on an analysis of the available information

P7 recommend granting, withdrawal or amending the licence according to your organization’s procedures

P8 document your decisions, according to your organization’s requirements 

P9 obtain appropriate approval to your submission


Knowledge and Understanding

You need to know and understand:

K1 the health, safety and environmental and other statutory legislation, regulations, safe working practices and procedures governing explosives, and their implications for your area of work

K2 the relevance of personal protective equipment (PPE)

K3 the nature, characteristics, hazards and risks of the explosive substance and/or article

K4 the actions to be taken in response to an unplanned event

K5 your own licensing authority’s policy and procedure

K6 the applicant organization’s business objectives and modus operandi 

K7 the purposes of the explosives facility

K8 the purpose of safeguarding

K9 when to refer the application to another licensing authority 

K10 the licensing criteria

K11 when and why it might be appropriate to impose conditions and/or caveats or amend or withdraw the licence

K12 the sanctions available to your licensing authority

K13 when and why it might be appropriate to consult local authorities

K14 your level of authority in granting, amending or withdrawing the licence
