Overview

This standard exists within an explosive safety management role and covers the competences you need to develop emergency response systems and procedures for explosives safety in accordance with approved procedures and practices.

You will be required to demonstrate that you can establish the scope and parameters of the emergency response system for explosives, ensuring that it is consistent with the level of risk in accordance with approved procedures and practices.

This activity is likely to be undertaken by someone whose work role involves, Ordnance, Munitions or Explosives (OME) work activities. This includes individuals working as explosives safety managers, advisers and regulators.

This NOS replaces COGESA2.18


Performance criteria

You must be able to:

P1 work safely at all times, complying with health and safety, environmental and other relevant regulations, legislation and guidelines

P2 establish the scope and parameters of the emergency response system for explosives, ensuring that it is consistent with the level of risk

P3 establish the compatibility of your emergency response systems with that of the emergency services

P4 ensure the fitness for purpose of your response plan, amending it in the light of feedback obtained

P5 document coherent explosives procedures that are consistent with your organization’s overall emergency response plans

P6 obtain approval to your emergency response plan

P7 communicate the emergency response system effectively to stakeholders


Knowledge and Understanding

You need to know and understand:

K1 the health, safety and environmental and other statutory legislation, regulations and safe working practices and procedures governing explosives, and their implications for your area of work

K2 the relevance of personal protective equipment (PPE)

K3 the nature, characteristics, hazards and risks of the explosive substances and/or articles

K4 the actions to be taken in response to an unplanned event 

K5 the safety management system for explosives

K6 what should be included in your emergency response system for explosives

K7 your organization’s overall emergency response plan

K8 how to test the effectiveness of your explosives emergency procedures 

K9 your organization’s explosives-related business activities

K10 your organization’s explosives-related structure and systems 

K11 the emergency response priorities

K12 who or what, beyond your boundaries, might be affected by an emergency

K13 how and why external events might affect you

K14 your available resources, and any constraints attached to them 

K15 the competence of the personnel involved

K16 your own level of authority, and that of others you work with 

K17 the stakeholders and the nature of their interest

K18 planning techniques

K19 the emergency services’ response plans

K20 the importance of documenting your actions and your rationale
