Overview
This standard exists within an explosives safety management role and identifies the competences you need to carry out assurance audits of systems for explosives safety.
You need to investigate any non-compliance and unresolved discrepancies, prioritizing them in an order commensurate with the degree of risk and take appropriate action. You should give timely advice and make practicable recommendations.
You will understand the precautions required when carrying out the audit activities for explosive substances and articles. You will be required to demonstrate safe working practices throughout and will understand your responsibility for taking the necessary safeguards to protect yourself and others in the workplace.
This activity is likely to be undertaken by someone whose work role involves, Ordnance, Munitions or Explosives (OME) work activities. This includes individuals working as explosives safety supervisors.

Performance criteria
You must be able to:
P1 work safely at all times, complying with health and safety, environmental and other relevant regulations, legislation and guidelines
P2 implement your responsibilities to the agreed timescale and resource constraints
P3 recommend amendments to the plan in the light of changing circumstances or information
P4 investigate any non-compliance and unresolved discrepancies, prioritizing them in an order commensurate with the degree of risk
P5 take appropriate action commensurate with identified non-compliance
P6 give timely advice or feedback on explosives safety-related matters
P7 make practicable recommendations for improvement
P8 report your recommendations in the appropriate format
Knowledge and Understanding
You need to know and understand:
K1 the health, safety and environmental and other statutory legislation, regulations and safe working practices and procedures governing explosives and their implications for your area of work
K2 the relevance of personal protective equipment (PPE)
K3 the nature, characteristics, hazards and risks of the explosive substances and/or articles
K4 the actions to be taken in response to an unplanned event
K5 the purpose of the explosives safety management system
K6 best practice in explosives safety management
K7 your organization's explosives-related business objectives and activities relevant to the risk control measures
K8 your organization's explosives-related structure and system
K9 the way in which any constraints affect the audit
K10 the competence of the personnel affected by the assurance systems for explosives
