Overview

This standard exists within an explosives safety management role and identifies the competences you need to determine and implement risk control measures for explosive substances and/or article safety.

Your responsibilities will require you to work within the agreed timescale and resource constraints, implement control measures that are commensurate with identified risks, recommending amendments to the plan in the light of changing circumstances and taking appropriate action. You should give timely advice and make practicable recommendations. 

This activity is likely to be undertaken by someone whose work role involves, Ordnance, Munitions or Explosives (OME) work activities. This includes individuals working as explosives supervisors.

This NOS replaces  COGESA 2.14 and 2.15


Performance criteria

You must be able to:

P1 work safely at all times, complying with health and safety, environmental and other relevant regulations, legislation and guidelines

P2 select the risk control measure(s) that best meet your organization’s priorities and objectives

P3 draw up a clear implementation plan which specifies objectives, method, allocated resources, budget and timescale

P4 implement or amend the plan within the agreed timescale and resource

P5 implement control measures that are commensurate with identified risk 

P6 recommend amendments to the plan in the light of changing circumstances or information

P7 take appropriate action commensurate with identified risks

P8 give timely advice or feedback on explosives safety-related matters 

P9 make practicable recommendations for improvement

P10 report your recommendations in the appropriate format


Knowledge and Understanding

You need to know and understand:

K1 the health, safety and environmental and other statutory legislation, regulations and safe working practices and procedures governing explosives and their implications for your area of work

K2 the relevance of personal protective equipment (PPE)

K3 the nature, characteristics, hazards and risks of the explosive substances and/or articles

K4 the actions to be taken in response to an unplanned event 

K5 the purpose of the explosives safety management system 

K6 best practice in explosives safety management

K7 your organization's explosives-related business objectives and activities relevant to the risk control measures

K8 your organization's explosives-related structure and system 

K9 the way in which any constraints affect you

K11 the competence of the personnel affected/involved
