Overview
This standard exists within an explosives safety management role and covers the competences you need to analyse and identify aggregated hazards and risks for explosives in accordance with approved procedures and practices.
You will be required to demonstrate that you can determine whether there are interactions between the individual risks evaluate the potential safety consequences of identified interactions ensuring that all hazards have been identified in accordance with approved procedures and practices.
This activity is likely to be undertaken by someone whose work role involves Ordnance, Munitions or Explosives work activities. This includes individuals working as explosives safety advisers, regulators and procurement managers and supervisors.

Performance criteria
You must be able to:
P1 work safely at all times, complying with health and safety, environmental and other relevant regulations, legislation and guidelines
P2 ensure that all the information is current, complete and accurate
P3 validate the separate risk assessments
P4 determine whether there are interactions between the individual risks
P5 evaluate the potential safety consequences of identified interactions
P6 ensure that all hazards have been identified
P7 obtain any necessary approval to your analysis
P8 report your findings in the appropriate format in accordance with organizational procedures
P9 maintain the documentation requirements
Knowledge and Understanding
You need to know and understand:
K1 the health, safety and environmental and other statutory legislation, regulations and safe working practices and procedures governing explosives, and their implications for your area of operation
K2 the relevance of personal protective equipment (PPE)
K3 the nature, characteristics, hazards and risks of the explosive substances and/or articles
K4 the actions to be taken in response to an unplanned event
K5 the safety management system for explosives
K6 your organization’s explosives-related business objectives and activities
K7 your organization’s explosives-related structure and systems
K8 information sources and documentation that pertain to the explosive substance and/or article, and the relevant risk assessment(s)
K9 the hazard and risk assessment priorities
K10 your available resources and any constraints attached to them
K11 the competence of the personnel involved
K12 hazard identification and analysis techniques
K13 risk assessment techniques
K14 the role of peer review
K15 the importance of documenting your actions and rationale
