Overview

This standard exists within an explosives safety management role and covers the competences you need to analyse and review the safety control measures for explosive substances and/or articles (ESA), in  accordance with approved procedures and practices.

You will be required to demonstrate that you can establish and validate  the environments the  (ESA) are exposed to and evaluate risks and the customers proposed mitigation strategies. You will then either confirm the acceptability of the proposed safety control measures or make recommendations to amend them in accordance with approved procedures and practices.

This activity is likely to be undertaken by someone whose work role involves, Ordnance, Munitions or Explosives work activities. This includes individuals working as explosives safety managers, advisers and regulators.

This NOS replaces COGESA2.06 and COGESA2.07


Performance criteria

You must be able to:

P1 work safely at all times, complying with health and safety, environmental and other relevant regulations, legislation and guidelines

P2 establish any discrepancies between the intended and actual environments in which the explosive substance and/or article is exposed to during its life

P3 ensure that the information provided is current, complete, accurate and valid

P4 evaluate the risks as presented by the customer, against the agreed criteria

P5 evaluate the customer’s proposed mitigation strategies against the agreed risk tolerability criteria

P6 give your customer feedback on developments during the course of your assessment

P7 confirm the acceptability of the proposed safety control measures or make recommendations according to the findings of your analysis

P8 inform your customer promptly of the findings of your assessment


Knowledge and Understanding

You need to know and understand:

K1 the health, safety and environmental and other statutory legislation, regulations and safe working practices and procedures governing explosives and their implications for your area of work

K2 the relevance of personal protective equipment (PPE)

K3 the nature, characteristics, hazards and risks of the explosive substances and/or articles

K4 the actions to be taken in response to an unplanned event

K5 the safety design requirements of the explosive substance or article 

K6 the potential interface with other equipment or systems that might compromise safety

K7 the functioning of the explosive substance or article

K8 the current point in the life of the explosive substance or article 

K9 sources of information and relevant guidance

K10 how to evaluate and validate information 

K11 the hazard assessment process

K12 any specific requirements

K13 the tolerances of the explosive substance or article, in terms of the environment

K14 the agreed criteria against which to carry out your evaluation 

K15 the factors affecting risk tolerability

K16 how the risk tolerability criteria are established 

K17 the acceptability of the proposed control measures

K18 the requirements of the organization’s safety management system 

K19 your customer, their level of technical understanding, and their needs

K20 the importance of documenting your recommendations, actions and your rationale.
