Overview

This standard exists with an explosives safety management role and covers the competences you need to review and make recommendations on the factors affecting the safety of explosive substances and/or articles (ESA) in accordance with approved procedures and practices.

You will consider the (ESA), discrepancies between planned and actual environments and the associated risks and hazards. You will then make recommendations and give feedback on safety related matters and take appropriate action to address these. 

You will be required to demonstrate that you can establish the requirements specific to the explosive substance and/or article. Establishing the design, intended use and operation/functioning of the explosive substance and/or article in accordance with approved procedures and practices.

This activity is likely to be undertaken by someone whose work role involves, Ordnance, Munitions or Explosives (OME) work activities. This includes individuals working as explosives safety managers, advisers, regulators and procurement managers.

This NOS replaces COGESA 2.04 and COGESA 2.05.


Performance criteria

You must be able to:

P1 work safely at all times, complying with health and safety, environmental and other relevant regulations, legislation and guidelines

P2 identify and gather all available information relevant to the safety of the explosive substance and/or article

P3 evaluate the accuracy, currency, completeness and validity of the information, obtaining further information to fill any gaps

P4 establish the design, intended use and operation/functioning of the explosive substance and/or article

P5 establish the intended environments of the explosive substance and/or article throughout its life

P6 establish the requirements specific to the explosive substance and/or article

P7 identify hazards and assess risks associated with the environments and/or

use of the explosive substance and/or articles

P8 give  timely advice or feedback on developments,  on safety-related matters

P9 inform your customer promptly of the findings of your review


Knowledge and Understanding

You need to know and understand:

K1 the health, safety and environmental and other statutory legislation, regulations and safe working practices and procedures governing explosives, and their implications for your area of work

K2 the relevance of personal protective equipment (PPE)

K3 the nature, characteristics, hazards and risks of the explosive substances and/or articles

K4 the actions to be taken in response to an unplanned event

K5 the safety design requirements of the explosive substance or article 

K6 the potential interface with other equipment/systems that might compromise safety

K7 the functioning of the explosive substance or article

K8 the current point in the life of the explosive substance or article 

K9 sources of information and relevant guidance

K10 how to evaluate and validate information 

K11 the hazard assessment process

K12 any specific requirements

K13 the tolerances of the explosive substance or article, in terms of the environment

K14 The  customer, and their needs

K15 your organization’s documentation requirements

K16 the importance of documenting your actions and your rationale
