Overview

This standard exists within an explosives safety management role and covers the competences you need to formulate policies and standards for explosive substances and articles.

You will be required to demonstrate that you can establish the extent to which a relevant policy or standard currently exists, identifying areas for improvement, or create new ones in accordance with approved procedures and practices.

You will formulate policies / statements, rules and assertions which define your organizational approach to the safety management of OME. You may be defining the way your organisation operates within the law.  Your policies are typically approved by those with higher authority.   

You may formulate standards to implement the policy. Standards may be published internally or externally to your organization, to take the policies and put them into actionable language.  

This activity is likely to be undertaken by someone whose work role involves  Ordnance, Munitions or Explosives work activities. This includes individuals working as explosives safety managers, advisers and regulators.
This NOS replaces COGESA2.01.


Performance criteria

You must be able to:

P1 work safely at all times, complying with health and safety, environmental and other relevant regulations, legislation and guidelines

P2 establish the extent to which a relevant  policy or standard currently exists 

P3 identify areas for improvement in the existing policy or standard.

P4 identify the need for new a policy or standard where none currently exists 

P5 recommend changes that address the areas for improvement 

P6 establish the constraints that may influence the policy or standard

P7 evaluate the potential impact of the proposed policy or standard

P8 secure commitment from appropriate stakeholders to your proposal 

P9 review periodically the extent to which the policy or standard delivers requirements 

P10 confirm that your recommendations, and their implications, are clearly understood

P11 ensure that the policy or standards is in the appropriate format


Knowledge and Understanding

You need to know and understand:

K1 the health, safety and environmental and other statutory legislation, regulations and safe working practices and procedures governing explosives and their implications for your area of work

K2 the relevance of personal protective equipment (PPE)

K3 the nature, characteristics, hazards and risks of the explosive 

K4 the actions to be taken in response to an unplanned event

K5 the interface between the explosives safety policy/standard and other relevant safety and environmental policies/standards.

K6 the nature of any constraints

K7 best practice in explosives safety management

K8 the acceptability of risk to society relating to explosives

K9 key organizations in the explosives industry, and the nature of their interest 

K10 the stakeholders and the nature of their interest

K11 the potential impact of your recommendations

K12 the role and mechanisms of the consultative process
